Committees allow commissioners to delegate research, stakeholder outreach, and ongoing management of complex topics so that recommendations brought to the full ANC are well-informed and transparent. Consult Bylaws, Article V, amended August 9, 2023.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Committee Leadership<\/span><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">Each committee is co-chaired by two people appointed by the Commission, including at least 1 incumbent commissioner.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Co-chairs serve annual terms and are responsible for setting agendas, running meetings, preparing reports, and presenting recommendations to the full ANC.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Co-chairs may be removed, replaced, or reappointed at any time by majority vote of the Commission, including to fill vacancies.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Committee Membership<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Committee members are volunteers<\/b><span style=\"font-weight: 400;\"> who commit to doing substantive work\u2014researching issues, meeting with stakeholders, drafting recommendations, and managing the committee&#8217;s caseload.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Members are expected to make <\/span><b>at least a one-year commitment<\/b><span style=\"font-weight: 400;\"> and attend meetings regularly.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Any resident of ANC 2B may be <\/span><b>nominated for membership by any commissioner at any time<\/b><span style=\"font-weight: 400;\">; membership is granted by majority vote of the Commission.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Members may <\/span><b>join or leave at any time<\/b><span style=\"font-weight: 400;\">, but are held to a <\/span><b>higher standard of conduct<\/b><span style=\"font-weight: 400;\"> and may be removed for cause by vote of the Commission.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Public Participation<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>All committee meetings are open to the public.<\/b><span style=\"font-weight: 400;\"> Any resident, business owner, or stakeholder may attend, testify, and comment on matters before the committee.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>You do not need to be a committee member to participate<\/b><span style=\"font-weight: 400;\"> in meetings or provide input.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The public is encouraged to attend and share their views; <\/span><b>committee members, by contrast, are volunteers who conduct research and perform ongoing work<\/b><span style=\"font-weight: 400;\"> between meetings, not simply attendees who opine on individual matters.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Committee Responsibilities<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Committees are empowered and expected to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Review applications, proposals, and projects within their subject areas before they come to the full ANC.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Perform oversight of District agencies<\/b><span style=\"font-weight: 400;\">, public entities, and businesses operating in ANC 2B.<\/span><a href=\"https:\/\/code.dccouncil.gov\/us\/dc\/council\/code\/sections\/1-309.11\"><span style=\"font-weight: 400;\">code.dccouncil+1<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide <\/span><b>testimony<\/b><span style=\"font-weight: 400;\"> to DC Council oversight hearings and legislative processes on matters within the committee&#8217;s purview.<\/span><a href=\"https:\/\/code.dccouncil.gov\/us\/dc\/council\/code\/sections\/1-309.11\"><span style=\"font-weight: 400;\">code.dccouncil+1<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identify and <\/span><b>advocate for funding priorities<\/b><span style=\"font-weight: 400;\"> through the District&#8217;s budget process.<\/span><a href=\"https:\/\/code.dccouncil.gov\/us\/dc\/council\/code\/sections\/1-309.11\"><span style=\"font-weight: 400;\">code.dccouncil+1<\/span><\/a><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Committee Process<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The committee reviews applications before they go to the full ANC for a vote.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Committee members conduct research, site visits, and neighbor outreach to understand impacts and concerns.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The committee holds public meetings where applicants present proposals and neighbors can testify.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The committee prepares a recommendation (support, support with conditions, or oppose) that the full ANC will consider.<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Licensing and Permitting Committee<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Licensing and Permitting Committee handles all matters related to <\/span><b>licenses and permits for private property and businesses<\/b><span style=\"font-weight: 400;\"> within ANC 2B. The committee focuses on streets, sidewalks, bicycle infrastructure, pedestrian safety, and non-commercial uses of public space. The committee researches projects and proposals, analyzes traffic and safety data, meets with District and agency officials, and <\/span><b>prepares recommendations for the full ANC to vote on<\/b><span style=\"font-weight: 400;\"> at public meetings.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">What This Committee Covers<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">If you through multiple agency review stages<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<h2><b>Committee of the Whole<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Committee of the Whole is a standard parliamentary procedure that allows all Commissioners to meet and engage in informal discussion and deliberation on matters that require more extensive consideration than can be accommodated in a regular Commission meeting.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This mechanism provides a forum for open exchange of views and exploration of complex issues under more relaxed procedural rules, without the urgency of a final vote.
