{"id":1899,"date":"2012-10-10T11:17:32","date_gmt":"2012-10-10T15:17:32","guid":{"rendered":"http:\/\/www.dupontcircleanc.net\/wordpress\/?p=1899"},"modified":"2012-10-10T11:17:32","modified_gmt":"2012-10-10T15:17:32","slug":"news-notes-on-10212-parking-meeting","status":"publish","type":"post","link":"https:\/\/www.dupontcircleanc.net\/wordpress\/2012\/10\/10\/news-notes-on-10212-parking-meeting\/","title":{"rendered":"NEWS: Notes on 10\/2\/12 Parking Meeting"},"content":{"rendered":"<p>On October 2, 2012 the ANC hosted a community meeting\u00a0to discuss\u00a0parking, the second such meeting since February.\u00a0 The following are notes from that meeting.\u00a0 Many thanks to neighbor <em>Nell Payne<\/em> for her contributions to this post.<\/p>\n<p>The notes from the first parking meeting are available <a title=\"Notes on First Community Parking Meeting\" href=\"https:\/\/www.dupontcircleanc.net\/wordpress\/2012\/04\/04\/news-ddot-officials-and-dupont-residents-discuss-parking-issues\/\">here<\/a>.<\/p>\n<p><strong>DDOT representatives: <\/strong>Damon Harvey and Angelo Reyo<\/p>\n<p><strong>Parking Think Tank Meetings:<\/strong>\u00a0 DDOT is hosting more than a half dozen \u201cthink tank\u201d meetings to solicit residents\u2019 input on what future parking should look like in the District.\u00a0 Go to the DDOT website \u2013 <a href=\"http:\/\/www.ddot.dc.gov\/\">www.ddot.dc.gov<\/a> \u2013 for information and schedule.<\/p>\n<p><strong>Summary of Prior Parking Meeting:<\/strong>\u00a0 Damon Harvey briefly summarized discussion at the previous meeting on April 3.<\/p>\n<p><strong>Performance Parking:<\/strong>\u00a0 For metered spaces, DDOT is considering \u201cperformance-based\u201d parking \u2013 meter rates would rise during peak usage periods.\u00a0 Two goals include easing congestion and raising revenue.\u00a0 A portion of the additional revenue would be reserved for that specific neighborhood and could be used for things like installation of additional Capital BikeShare stations, sidewalk improvements, etc.\u00a0 50% of revenue raised goes toward the waiver of transaction fees for disabled parking permits.<\/p>\n<p><strong>Pay by Cell Parking:<\/strong>\u00a0 Now available for all metered spots in the District.<\/p>\n<p><strong>Residential Parking Permit (RPP) System:<\/strong>\u00a0 Absent parking meters, the default Residential Parking Permit (RPP) regulations allow non-residents to park up to 2 hours, 7:00am-8:30pm, Monday through Friday.\u00a0 All other days\/times, parking is unlimited.\u00a0 Restrictions do not apply to non-residents with a Visitor Parking Permit (VPP), more on that below.\u00a0 Current fee for RPP zone pass is $35.\u00a0 There was some discussion about whether this was an appropriate price.<\/p>\n<p><strong>Enhanced Residential Permit Parking (ERPP):<\/strong>\u00a0 Part of two nearby neighborhoods, ANCs 2C and 1B have adopted Enhanced Residential Parking Permit (ERPP) rules.\u00a0 In 2C, one side of the street is reserved for residents only, 7:00am to 12:00 midnight, seven days a week; non-residents can park for up to 2 hours.\u00a0 In 1B, one side of the street is reserved for residents only, 7:00am-8:30pm, Monday through Friday, with no provision for non-resident parking on that side of the street <span style=\"text-decoration: underline;\">at all<\/span>during that period.\u00a0 Methods to institute ERPP include (1)\u00a0the City Council can pass legislation; (2) the ANC can adopt a resolution; or (3)\u00a0residents can file\u00a0an ERPP petition.\u00a0 To receive a copy of the petition, contact Damon Harvey at <a href=\"mailto:damon.harvey@dc.gov\">damon.harvey@dc.gov<\/a>.\u00a0 The petition should provide the boundaries of the area in which ERPP is desired, the specific hours\/days desired, and be signed by 51% of residents, one signature per household.<\/p>\n<p><strong>Registration of Out of State Automobiles (ROSA):<\/strong>\u00a0\u00a0ROSA rules are intended to prevent overnight parking by non-residents who don\u2019t have a VPP &#8211; $300 fine.\u00a0 But military are not required to have ROSA registration.<\/p>\n<p><strong>Disability Parking:<\/strong>\u00a0 Disabled residents may be able to reserve a specific space, for example, in front of their house.<\/p>\n<p><strong>Visitor Parking Permit (VPP):<\/strong>\u00a0 Currently, residents of Wards 1, 3, 4, 5 and 6 automatically receive a hard-copy VPP, which allows non-residents to park during hours when RPP or ERPP rules are enforced.\u00a0 Residents of Ward 2 can go to a police station and request a VPP that is valid for a certain number of days and is renewable.\u00a0 DDOT is exploring the possibility of moving the VPP system on-line and charging for them.\u00a0 New technology and other efforts help curb abuse (examples: forgery-resistant surface, a number on the pass that is linked to a specific address, limiting the VPP to a specific ANC, agreements with EBay and Craigslist not to post offers to sell VPPs).\u00a0 Charging for VPPs would also limit abuse.\u00a0 Could also limit the number of VPP days that may be used per household.\u00a0 DDOT must come up with a city-wide VPP system in the next 12 months.<\/p>\n<p><strong>Enforcement:<\/strong>\u00a0 The Department of Public Works (DPW) enforces parking.\u00a0 DDOT has alerted DPW that the Dupont area would like to see more and better enforcement.\u00a0 Meter parking enforcement works through 10:00pm.\u00a0 RPP personnel (different team) enforce during the entire RPP or ERPP time period.\u00a0 ROSA personnel (different team) enforce against illegal out-of-state parking.<\/p>\n<p><strong>DDOT&#8217;s Recommendations:<\/strong>\u00a0 DDOT recommends that\u00a0the neighborhood\u00a0consider extending RPP to Saturdays in certain areas.\u00a0 However, DDOT officials encouraged those interested in pursuing ERPP to consider the impact on guests (contractors, nannies, party guests, etc.), and include a provision for visitor parking with the request for ERPP.\u00a0 The ANC 2C resolution could serve as a template.\u00a0 The ANC will review that for possible ANC 2B action in future.\u00a0 DDOT also recommends performance-based parking for metered spots in our area, to reduce congestion and raise revenues.<\/p>\n<p><strong>Audience comments\/questions raised:<\/strong><\/p>\n<ul>\n<li><em>Are you considering installation of additional bike racks for use by residents who own and ride their own bikes?<\/em>\u00a0 Yes.<\/li>\n<li><em>Will you consider converting some spaces from car parking to motorcycle\/scooter parking?\u00a0<\/em> Yes.\u00a0 We\u2019ve already done that in several places and are looking for more.<\/li>\n<li><em>Considering day passes for businesses?<\/em>\u00a0 No, this could reduce the effectiveness of new ERPP rules that would otherwise limit parking by employees of local businesses.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>On October 2, 2012 the ANC hosted a community meeting\u00a0to discuss\u00a0parking, the second such meeting since February.\u00a0 The following are notes from that meeting.\u00a0 Many thanks to neighbor Nell Payne for her contributions to this post.
