DDOT has been conducting a pilot study of the dedicated H and I\nStreet NW bus lanes that officially ended on Sept. 2, 2019. The I Street\ndedicated bus lane starts at 13th Street NW and ends at Pennsylvania Avenue NW;\nthe H Street dedicated bus lane stretches from Pennsylvania Avenue NW to 14th\nStreet NW.&nbsp; <\/p>\n\n\n\n<ul><li>Effective Nov. 12, 2019, DDOT intends to extend the effective\nhours of the bus lanes from 7 a.m. to 7 p.m., Monday through Saturday to reduce\nconfusion about when the red-painted bus lanes are in effect. During those\nperiods, parking will not be permitted. <\/li><li>To meet the critical loading and freight needs of businesses that\nwill be impacted by the bus lanes, DDOT also intends to create loading zones on\nthe opposite side of the street of the bus lanes (south curb of I Street and\nnorth curb of H Street). <\/li><\/ul>\n\n\n\n<p>DDOT is soliciting written\ncomments on its intent to implement these plans (comments due November 4,\n2019). <\/p>\n\n\n\n<p>TPI Committee discussion:<\/p>\n\n\n\n<ul><li>Committee members unanimously applauded\nDDOT\u2019s decision to make the dedicated bus lanes and loading zones on H and I\nStreets NW permanent, regarding the core elements of the plan as a major step\ntowards facilitating improvements in mass transit.<\/li><li>Committee members suggested that DDOT\nconsider improvements to the signage and marking used for the bus lanes to make\nthem more easily understandable.<\/li><li>Committee members suggested that DDOT\nundertake a public education campaign regarding interpreting whatever signage\nit eventually adopts.<\/li><li>Committee members suggested that DDOT\ncontinue to monitor the corridor with an eye to creating additional loading\nzones as warranted.<\/li><\/ul>\n\n\n\n<p>It was agreed that the TPI\nCommittee would prepare a resolution for the ANC\u2019s consideration that regarding\nDDOT\u2019s plans to make the dedicated bus lanes on H and I Streets NW permanent.<\/p>\n\n\n\n<p>Past action by ANC 2B on the matter: <a href=\"https:\/\/www.dupontcircleanc.net\/wordpress\/wp-content\/uploads\/2019\/03\/ANC-2B-RESOLUTION-H-Street-and-I-Street-NW-Summer-2019-Bus-Lanes-Pilot-Project-DDOT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">H Street and I Street NW Summer 2019 Bus Lanes Pilot Project (DDOT)<\/a><\/p>\n\n\n\n<p><strong>Discussion Regarding WMATA\u2019s Proposed Changes to Metrobus Route 42, 43, L1, and L2 <\/strong>&nbsp;<\/p>\n\n\n\n<p>The TPI Committee discussed changes proposed by the Washington Metropolitan Area Transit Authority (WMATA) to Metrobus routes 42, 43, L1, and L2. This discussion was based on an 18-page document that TPI Chair Downs handed out at the meeting: namely, an October 2019 WMATA document entitled \u201cMetrobus Service Evaluation Study: Mount Pleasant Line: 41, 43; Connecticut Avenue Line: L1, L2: Technical Memorandum #3, Service Plan Recommendations\u201d (<a href=\"https:\/\/www.wmata.com\/service\/bus\/upload\/Final-Service-Recommendations.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"https:\/\/www.wmata.com\/service\/bus\/upload\/Final-Service-Recommendations.pdf (opens in a new tab)\">https:\/\/www.wmata.com\/service\/bus\/upload\/Final-Service-Recommendations.pdf<\/a>). <\/p>\n\n\n\n<ul><li><em>Routes 42, 43\u2014Mt. Pleasant Line.<\/em> For\nMetrobus routes 42, 43, WMATA is proposing to convert some route 42 trips to\nroute 43 trips (43s go under Dupont Circle, thus bypassing the Dupont Circle\nMetrorail station). During most off-peak periods, WMATA would operate every other\ntrip as a route 43 and would extend some route 43 trips to Gallery Place.&nbsp; WMATA has is also proposing to eliminate the\nlast late-night roundtrip bus on route 42. <ul><li>Committee members discussed WMATA\u2019s recommendations regarding\nchanges to Metrobus routes 42, 43 at great length. They questioned whether the\nproposed changes would result in service improvements for bus riders over the\ncurrent schedule, in particular, residents who rely exclusively on the bus to\nget to work, seniors, people with disabilities, and riders traveling with\ninfants and small children.&nbsp; Committee\nmembers noted that converting Metrobus route 42 trips to route 43 trips between\nGallery Place\/Metro Center and Mt. Pleasant during non-rush-hour periods would\nmean fewer route 42 buses stopping at the Dupont Circle Metrorail station.\nDupont Circle is the hub for transfers not only to the Metro but also to\nmultiple other bus routes (D2; D6, N2, N4, G2, L1, L2). Whatever savings in\ntransit time between Gallery Place and Mt. Pleasant that might be achieved by\nrouting buses under Dupont Circle would be offset for route 42 riders by the\nreduced number of buses, entailing as much as 30-minute waits for those boarding\nthe bus between S and N Streets, N.W. The elimination of the last late-night roundtrip bus on route 42 was seen as\na reduction in bus service for DC residents who rely on it. Committee members\nwere generally of the view that several of WMATA\u2019s proposals seemed to be\nreducing service and convenience on a heavily used line rather than encouraging the use of public transit. <\/li><\/ul><\/li><\/ul>\n\n\n\n<ul><li><em>Routes L1 and L2\u2014Connecticut Avenue Line.<\/em>&nbsp; For Metrobus routes L1,\nL2, WMATA recommended five service changes, including bus stop consolidation\nand discontinuing route L1 in the Potomac Park area.&nbsp;&nbsp; <\/li><\/ul>\n\n\n\n<ul><li>Committee members expressed\nconcerns that WMATA\u2019s proposed changes Metrobus routes L1, L2 would reduce\nservice on this line, as well.&nbsp; Several\nexpressed the view that Connecticut Avenue NW is already underserved and\ninconsistently served by Metrobuses.&nbsp;\nCommittee members recommended that WMATA extend bus service on these\nroutes, including restoring the Kennedy Center terminus for the Metrobus route\nL2.<\/li><\/ul>\n\n\n\n<p>It was agreed that the TPI\nCommittee would prepare a resolution for the ANC\u2019s consideration that\nincorporated the key points made by committee members regarding WMATA\u2019s\nproposed\nMetrobus routes 42, 43, L1, and L2.<\/p>\n\n\n\n<p>A public hearing to discuss proposed changes to Metrobus routes will be held by WMATA on Wednesday, Oct. 2, 2019, at the Metro Headquarters Building beginning at 4:30 p.m. (<a href=\"https:\/\/wmata.com\/service\/bus\/upload\/B19-03-SOGO-2019-Notice_English-FINAL-1.PDF\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"https:\/\/wmata.com\/service\/bus\/upload\/B19-03-SOGO-2019-Notice_English-FINAL-1.PDF (opens in a new tab)\">https:\/\/wmata.com\/service\/bus\/upload\/B19-03-SOGO-2019-Notice_English-FINAL-1.PDF<\/a>). <\/p>\n\n\n\n<p>Residents can submit written comments to WMATA at <a href=\"https:\/\/www.wmata.com\/service\/bus\/learn-more-about-mt-pleasant-connecticut-ave-lines.cfm\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">https:\/\/www.wmata.com\/service\/bus\/learn-more-about-mt-pleasant-connecticut-ave-lines.cfm<\/a><\/p>\n\n\n\n<p>Past\nactions by ANC 2B on these matters: <\/p>\n\n\n\n<p><a href=\"https:\/\/www.dupontcircleanc.net\/wordpress\/wp-content\/uploads\/2018\/05\/ANC-2B-RESOLUTION-Proposed-Changes-to-Metrobus-Routes-L1-and-L2-WMATA-DDOT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Proposed Changes to Metrobus Routes L1 and L2 (WMATA) (DDOT)<\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/www.dupontcircleanc.net\/wordpress\/wp-content\/uploads\/2018\/05\/ANC-2B-RESOLUTION-Proposed-Changes-to-Metrobus-Routes-42-and-43-WMATA-DDOT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Proposed Changes to Metrobus Routes 42 and 43 (WMATA) (DDOT)<\/a><a href=\"https:\/\/www.dupontcircleanc.net\/wordpress\/wp-content\/uploads\/2018\/05\/ANC-2B-RESOLUTION-Proposed-Changes-to-Metrobus-Routes-L1-and-L2-WMATA-DDOT.pdf\"><\/a><\/p>\n\n\n\n<p><strong>DDOT\u2019s Final Report for the\n20th\/21st\/22nd Street NW Protected Bike Lanes&nbsp;\n<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>TPI Committee Chair Downs reported that after reviewing all of the\npublic comments received and the ANC 2A and 2B resolutions, as well as the\nsafety and operational considerations of the three alternatives, DDOT has\nselected a recommended hybrid alternative for the protected bike lanes. In ANC\n2A (Foggy Bottom), the north-south protected bike lane will be built on 21<sup>st<\/sup>\nSt., NW.&nbsp; In ANC 2B (Dupont Circle), DDOT\nratified ANC 2B\u2019s request for putting the protected bike lane on 20<sup>th<\/sup>\nSt. NW. <\/p>\n\n\n\n<p><strong>Other Items Raised by\nCommittee Members<\/strong><\/p>\n\n\n\n<p><strong>Dupont\nCircle Sunday Farmers\u2019 Market:<\/strong> Some Committee members\nraised various concerns related to the operation of the farmers\u2019 market (e.g.,\novercrowding, dogs in\nthe market where food is sold, booths on sidewalks\nbetween Q St. NW and Massachusetts Ave., NW). Members agreed to meet informally\nwith market personnel to discuss these matters.<\/p>\n\n\n\n<p><strong>Bike and\nScooter \u201cMicromobility\u201d Corral at 20<sup>th<\/sup> and Q Streets NW<\/strong>. DDOT has\nbeen installing on-street micromobility corrals to provide a parking area for\ne-scooters, bikes, mopeds, and other dockless vehicles, some of which are now\nbeing strewn on the sidewalks.&nbsp; Each\ncorral can accommodate six bicycles and six scooters.&nbsp;It was noted that\nthe newly installed micromobility corral at 20<sup>th<\/sup> and Q Streets is\nsometimes not utilized, perhaps because people do not know what the corrals are\nfor. A suggestion was made to improve the signage. <\/p>\n\n\n\n<p><strong>16<sup>th<\/sup>\nStreet NW Bus Lane Project Parking Restrictions.<\/strong>&nbsp; As part of the 16th Street NW Bus Lane\nproject to be implemented in 2020, DDOT plans to extend rush hour parking\nrestrictions on&nbsp;both&nbsp;sides of 16th Street&nbsp;during peak a.m. and\np.m. rush periods from Scott Circle to U Street.&nbsp; <\/p>\n\n\n\n<p>TPI Chair Downs and TPI Committee member Susan Volman reported that they have connected with\nDDOT to gain additional data and rationale underlying DDOT\u2019s decision about\nrush hour parking restrictions.<\/p>\n\n\n\n<p>DDOT is scheduled to complete the 100% design plans at the end of 2019 and implementation will start in 2020.
