DDOT Building Ideas to Get DC Moving

Public invited to Workshops to discuss Ideas that Build

(Washington DC) The District Department of Transportation (DDOT) is hosting several public meetings this month to discuss moveDC, DDOT’s initiative to develop a coordinated, multimodal long range transportation plan for the District.  Everyone who drives, walks, bikes, rides a bus, or takes a train in DC should plan to attend to help create a new transportation vision for current and future generations.

Last month, DDOT’s moveDC team kicked off the planning effort with a Transportation Idea Exchange.  The Idea Exchange was open to the public and was attended by more than 250 people from the community who shared their ideas related to transportation in the city.  The Idea Exchange got the conversation started and created energy in the planning process.  Input from the Idea Exchange and the upcoming public workshops will be used to guide and shape the moveDC plan for the next 25 years and beyond.  Final plan recommendations will be organized into short-, mid-, and long-term implementation horizons.

Throughout 2013, DDOT will hold three rounds of public workshops across the District to talk about transportation and how it can help build a more prosperous, sustainable, competitive and vital city.  This first round of workshops, Ideas that Build,  will focus on building the foundation of the plan.  Activities at the workshop will give people a chance to share their thoughts on neighborhood and citywide transportation issues and opportunities, as well as gauge their interests in walking, bicycling, driving, transit, environmental quality, and other important topics.

The public is invited to participate in any or all of the workshops.  Each location will follow the same agenda and host the same interactive activities. A brief presentation at 6:30 p.m. will provide an overview of the study and a summary of information gathered at the February Idea Exchange followed by a question and answer period.

“We want to continue with the success of the Transportation Idea Exchange held in February by now going into the communities to meet with people who use our transportation system every day,” said DDOT Director Terry Bellamy.  “In order to build the foundation of our plan, we must better understand what each community needs, the daily challenges they face and the opportunities for improvement.”

moveDC is led by DDOT’s Policy, Planning and Sustainability Administration (PPSA) and is expected to be completed by early 2014. After the Idea Exchange, there will be workshops, public meetings, surveys, and other ways to stay engaged in the process. DDOT Releases 2013 Parking Action Agenda

Action Agenda Designed To Restructure And Better Focus Parking Management In The District

 (Washington, DC) Today the District Department of Transportation (DDOT) released its Parking Action Agenda for 2013 to restructure and better focus parking management in the District.

In the past decade, the District of Columbia has witnessed substantial growth in population and visitors, enhanced economic activity, and an increasing density of the urban environment. Changing transportation and land use patterns have led DDOT to revisit the issue of parking and its role in the overall transportation network.

This agenda creates a roadmap for DDOT to best assess the state of parking in the District, investigate innovative curbside management strategies, evaluate the benefits and impact of these tools and approaches upon the District, and outlines an implementation plan to holistically restructure the District’s parking system. DDOT anticipates that a comprehensive approach to some of the most challenging policy issues will be presented in the summer.

The agenda was compiled based on the public input DDOT received from the various community conversations (Parking Think Tanks) that were held this past fall to gauge the state of parking in the District of Columbia.

The 2013 Parking Action Agenda is comprised of the following seven key points:

·        Evaluating and identifying ways to update the Residential Permit Parking (RPP) Program;

·        Creating a new, more flexible Visitor Parking Pass (VPP) program;

·        Enhancing parking opportunities for individuals with limited mobility;

·        Improving access to, and turnover of, on street parking in congested areas;

·        Improving communication with the public about parking challenges and opportunities;

·        Increasing online parking services; and

·        Clarifying agency responsibilities to enhance transparency.

 

The agenda also includes a summary of the feedback from the Parking Think Tanks that shaped the above mentioned key points and timelines for next steps.

NEWS: ANC 2B to consider commenting on new bike safety legislation

Earlier this month, Councilmembers Mary Cheh and Tommy Wells introduced the “Bicycle Safety Amendment Act of 2013”. The bill increases penalties for drivers who fail to yield to cyclists or are at fault in crashes involving cyclists and increases education requirements for new DC drivers on how to share the road. It also establishes a requirement that public space permit holders blocking a sidewalk or bicycle lane provide a safe accommodation for pedestrians and bicyclists.

Also this month, DDOT released a report analyzing bicycle and pedestrian crash records for the last two years, which concluded that the intersections of 14th & U Streets NW and 16th Street & New Hampshire Ave NW are among the most dangerous for bicyclists in the city.

Noah Smith and Kishan Putta, on behalf of the ANC, led several public safety listening sessions in 2012, including one on bicycle safety. The ANC heard from neighbors about issues concerning bicycle lanes, signage, bicycling on sidewalks, and pedestrian safety.

Bicycle Safety Amendment Act of 2013

Here is the highlight from the resolution:

BE IT RESOLVED that ANC 2B supports the passage of the “Bicycle Safety Amendment Act of 2013” with the following recommendations:

1.  New laws governing the actions of drivers and bicyclists are only effective if properly enforced; the City Council must fund and direct the Metropolitan Police Department to increase traffic enforcement efforts as part of the normal duties of all of its officers and increase ongoing traffic enforcement training.

2.  The City Council must include language in the law that more clearly defines the term “safe accommodation” as it relates to the proposed requirement for construction projects blocking sidewalks and bicycle lanes. More clarity is important to avoid unintended regulatory flexibility that could result in unsafe accommodations. That definition must include requirements to protect and cover pedestrians and that the accommodations not be unduly burdensome.

NEWS: MoveDC Meeting March 27th @ Reeves Center

Transportation Plan Advisory Committee Meeting for moveDc to Convene Wednesday, March 27

(Washington D.C.) As part of the moveDC, District Department of Transportation (DDOT) has established a Transportation Plan Advisory Committee (TPAC). The TPAC is made up of District residents from each Ward that are active in transportation-related issues and other civic endeavors. The TPAC is charged with acting in an advisory role to the project team throughout the plan development process. The committee will also help extend the plan’s outreach efforts. The TPAC will provide insight on key topics during the planning process that will include: outreach strategies, alternatives development and analysis, and plan recommendations among many.

 

All TPAC meetings are open to the public.  Members of the public are encouraged to attend and participate in the meetings. Each meeting’s agenda will be structured to offer time for presentation and sharing of information, discussion by the TPAC and questions and discussion with the public.
