A full draft of the revised ANC 2B “Policy & Procedures Manual” is available for review and comment here.  We would very much appreciate public comment.

The Policy & Procedures Manual is a guidebook for how the ANC carries on its business — including its practices and policies related to alcohol applications, zoning matters, historic preservation, and use of public space, as well as managing its internal business and workload.

Advisory Neighborhood Commissions from U Street, Logan and Dupont Holding Listening Session on Proposed 14th & U Liquor Moratorium

Members from the U Street (1B), Logan Circle (2F) and Dupont Circle (2B) ANCs will be holding a joint listening session to hear directly from the residents and the business community about a proposed Liquor Moratorium for 14th and U Streets. The meeting will be an opportunity for the neighborhood to speak directly to their elected officials who will be voting over the next few months on whether to support a moratorium in the area. Special invited guests include representatives from the Alcoholic Beverage Regulatory Agency, the Metropolitan Police Department, and the Shaw Dupont Citizens Alliance, who proposed the moratorium.

Though this is the only joint meeting being held on the proposal, ANCs may hold additional smaller meetings – decisions or actions will not be taken at this meeting. Organizers intend to give each participant 1-2 minutes to speak and request that members of the community direct their comments to the ANC Commissioners present.

NEWS: Model “Settlement Agreement” (formerly “Voluntary Agreement”) with instructions

The Commission’s ABRA Policy Committee has developed a tool to help ANCs, community groups, residents and businesses develop Settlement Agreements (formerly “Voluntary Agreements” or “VAs”)  that have fair, consistent language.  The language presented here is suggested language and can be modified as the parties involved see fit.  Users can select the elements that are relevant to their specific establishment and negotiation.

NEWS: Draft Resolution on Growlers for February ANC Meeting

The following resolution is being proposed for our February public meeting.  Your comments and feedback are welcome.

Resolution to Allow Growler Sales at Liquor Stores with A Single-Sales Exemption

Whereas, the Omnibus Alcoholic Beverage Regulation Emergency Amendment Act of 2012 (the Bill) took effect on January 15, 2013; and

Whereas, the Bill allows for the sale of Growlers, reusable containers holding up to 64 fluid ounces of beer, for off-premise consumption at brew pubs, liquor stores, and full service grocery stores; and

Whereas, Advisory Neighborhood Commission 2B (ANC2B) has the authority to grant certain Class A and Class B establishments exemptions to the Ward 2 Single-Sales ban; and

Whereas, ANC2B reviews prior compliance with Alcoholic Beverage Regulatory Administration (ABRA) regulations, and neighborhood input prior to awarding Single-Sales Exemptions;

Whereas ABRA has stated that Growler sales will require specific exemptions from the Ward 2 Single-Sales ban for Class A and Class B establishments but not for brew pubs;

Be it resolved that ANC2B grants permission to sell Growlers to all establishments that have previously been granted a Single-Sales Exemption and does not consider Growler sales at these establishments a substantial change;

Be it further resolved that ANC2B would consider an application by any establishment that has not previously been granted a Single-Sales Exemption a substantial change and would request standard notification and placarding.

NEWS: ANC Publishes Annual Report for Fiscal Year 2012

At its January 2013 meeting, the ANC approved the FY 2012 Annual Report submitted by Chairman Will Stephens.  The annual report provides a snapshot of the activities of the ANC from October 2011 through September 2012 — including votes taken, issues discussed, achievements, personnel, staff, and finances.

Particularly interesting are the statistics showing how the ANC voted on regulatory applications (alcohol, public space, zoning, historic preservation) over the course of the year.

DC law requires ANCs to submit annual reports to the Council each year.  At minimum, these required reports must include a breakdown of the ANCs finances and key activities and votes.  The Dupont Circle ANC has in recent years generated annual reports that are meant to serve a broader audience — including new and old residents, businesses, other ANCs, and other community stakeholders.  It is intended to be attractive and easy to read, in addition to being informative.
