BLOG: Report on first meeting with Pedestrian Advisory Council

I had my first Pedestrian Advisory Council (PAC) meeting as the Ward 2 representative on Monday, March 24th in Capitol Hill.  The meeting was chaired by Jason Broehm, a former 2B08 resident (from the Meredith).

I learned some interesting details about how the District handles pedestrian safety and enforcement (and traffic safety  and enforcement generally):

  • Traffic Captains:  While the Metropolitan Police Department (MPD) doesn’t have traffic safety division, each police district does have a designated “Traffic Captain.”  The traffic captain from the 7th District attended the PAC meeting.
  • Major Crash Division:  The MPD also has a special division covering “major crashes,” which is defined as crashed which result in a fatality (or may result  in a fatality).  Sergeant Terry Thorne of the major crash division reported at the PAC meeting indetail on the 4 fatal pedestrian-related crashes so far this year – one on the Sousa bridge, one at 13th & I Streets NW, one on I-695, and a construction worker that was killed by falling construction equipment and material when a driver crashed into the construction site.
  • Special Prosecutors:  The District has two special prosecutors for traffic enforcement, paid from grant funding from the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA).

The PAC is split up into two committees, a “Walking Environment Committee” and an “Enforcement and Education Committee.”   The report from the Walking Environment Committee had some interesting items:

  • Sidewalk Repair Backlog:  The District Department of Transportation (DDOT) has an $18 million backlog of sidewalk repairs, which the Mayor covers in his FY 2015 budget.
  • Traffic Signal Optimization:  DDOT is going to be posting a new PowerPoint presentation on traffic signal optimization, including data collected at hundreds of intersections (# of pedestrians, # of right turns, etc.).  The report will not deal with Leading Pedestrian Intervals (LPIs), where pedestrians are given a few seconds to begin walking before turning cars are given a green light.
  • ANC / DDOT / PAC Collaboration.  The Committee Chair, Marlene Berlin, would like to focus on collaboration with ANCs.  There is an ANC in Ward 6 that has a particularly good relationship with DDOT, and representatives from that ANC and DDOT representatives are going to talk about this at the next meeting.

Regarding the PAC itself, there were a few items of note from the March meeting:

  • The full PAC meets every other month, with Committees meeting in the off months.
  • The last PAC vacancy (Council Chair Phil Mendelson’s appointee) should be filled shortly.
  • The PAC has access to some limited funding through DDOT.
  • The PAC just hired a part-time program/administrative associate.

NEWS: March 2014 “Votes of the ANC”

This new blog, “Votes of the ANC” will be posted on the next day after our meeting to explain the votes that took place the night before. The language in resolutions will still be up to final review and some change may be made.  Last night at our monthly ANC meeting the following votes occurred:

 

1. Approval of February Make-Up 2014 regular meeting minutes. Passed 8-0.

2. Approval to reimburse Commissioner Noah $82.71. Passed 8-0.

 

Alcohol Applications

3. G Street Food Lounge – Passed 8-0.

 

Public Space Applications

4.  Joe’s Seafood – Passed 8-0.

5. 1815 Riggs Place – Passed 7-0. The resolution reads as follows: Recommends support of the project and commends the designers for working on design development and their extensive outreach to the community

 

Historic Preservation & BZA Applications

6. 15 Dupont Circle (Patterson Mansion) – Passed 7-0. The resolution reads as follows: Recommends support of the project and recommends support of the zoning variances for 2 – level penthouse, and setbacks of penthouse level, parking relief and for the two courtyards.

 

General

7. Circulator Bus Recommendation – Passed 8-0. The resolution reads as follows:

WHEREAS, the DC Circulator Transit Development Plan is being revised;

WHEREAS, the DC Circulator Transit Development Plan, completed in 2011, is the city’s guide to the growth of the Circulator system over a 10-year period;

WHEREAS, this plan includes in its first phase a new Circulator route between Dupont Circle-SW Waterfront via 17th Street and Connecticut Avenue;

WHEREAS, the Circulator service for the National Mall is planned to begin in 2015, the Dupont Circle-SW Waterfront route (we like to call it the Smithsonian Connector) will provide easy access between the National Mall, the White House, Connecticut Avenue, and Dupont Circle;

WHEREAS, the Circulator is a valuable service for tourists visiting sites who also want to see and patronize retail shops and restaurants – connecting the Mall with Connecticut Avenue;

WHEREAS, the DC Department of Transportation (DDOT) is currently updating the DC Circulator Transit Development Plan;

WHEREAS, the City Council has also requested a report from DDOT that evaluates specific route additions not specific to this Plan;

WHEREAS, at this time the requested report does not include the Dupont Circle-SW Waterfront route.

WHEREAS, ANC 2B encourages as much new public transit options as feasible serving the residents and visitors of the Dupont Circle neighborhood

THEREFORE, be it resolved that ANC 2B encourages DDOT to include the Dupont Circle-SW Waterfront Circulator route in the report to ensure it is part of the revised DC Circulator Transit Development Plan.

BE IT FURTHER RESOLVED, that ANC 2B continues to encourage DDOT to also explore the “A to B” line we suggested in our February resolution and letter (enclosed). We find these lines complementary and not mutually exclusive.

 

8. Formation of New Transportation Committee – Passed 8-0. The resolution reads as follows:

Proposal for a New ANC2B Standing Committee on Transportation and Public Infrastructure (TPI)

Policy Issue: Safe and effective transportation of all modes is a significant priority for local government and for the residents and businesses of Dupont Circle. The District Department of Transportation (DDOT), in coordination with other agencies, maintains the transportation system while protecting and improving the use of public space in the District. The Dupont Circle ANC lacks a structured method to address transportation, traffic and public space issues.

Committee Purpose Statement: The Transportation and Public Infrastructure (TPI) Committee will promote a safe and effective transportation system for the residents and visitors of Dupont Circle and improve the use of public space in our neighborhood.

Role of the Committee: The committee will serve as a forum for discussing matters related to the following and will make recommendations to the ANC:

-Parking in the neighborhood, including valet applications, loading zones, the enhanced residential  parking program and visitor parking

-Pedestrian and bicycle infrastructure and safety

-Beautification, repair and streetscapes

-Public transit

-Matters before the DC Council related to transportation and public space

-Public Parks

The committee will serve as a resource for commissioners and as a point of contact for DDOT, the Washing Metropolitan Area Transit Administration (WMATA) and the DC Water and Sewer Authority (WASA). Commissioners may seek guidance from the committee on public space applications in their Single Member Districts. The committee will facilitate training for commissioners and others on transportation issues and host meetings to gather public input. The committee will also develop guidance for consideration of public space issues for review by the ANC.

Committee Membership: The committee will be chaired by an ANC2B Commissioner and should have broad representation from the resident and business community of Dupont Circle.
